That is a potential alternative: That Powell is being used as a decoy. That's exactly what Bill Rogers was. He was the visual diversion that distracted hostile nations and the hostile press while Nixon and Kissinger turned the Cold War around.

When American foreign policy has been an unmitigated disaster, as it was under Dean Rusk in the 60's and Madelene Albright in the 90's, the Secretary of State office must be used as a pawn by the subsequent administration in their efforts to make things right again.

Powell has paid his dues over the years. He has served his nation well in matters that few Americans can begin to comprehend. Now he gets the prestigious honor of being the pawn.

And meanwhile, Condellesa Rice, asked for her reaction to Saddam's one-man oil embargo, says that the Iraqis "can't eat their oil.".

That's a euphemistic way of expressing what they CAN do with it, which is also physically impossible...

Powell???? Are you suggesting he's acting on his own? The only I see is the Sect. of State using diplomatic language to convey the crude and rude orders Bush is shouting through the press.....
