I think the determining factor is housing subsidized by public funds, regardless of state vs. federal. But I don't know for sure. I just thought the observation vis-a-vis Jeb Bush was most interesting. Not unlike another article I read about a year ago in which the author stated that one of the first daughters (forget which one) ... if arrested/convicted again ... would have to serve hard time in a Texas prison because of the three-strikes-you're-out law in Texas (signed by then-Gov. GWB).

Many people holler "let's get tough on crime" ... until it's their own kid who gets caught in a zero tolerance situation. Then they scream "unfair."

Time to think about such is before we institute a whole new class of "get-tough" laws.
