IMO, telecom and telecom-equip will be the very last tech sectors to recover. I think they are just now in the beginning of a bottoming process, just now coming out of their steep plunge off the sentiment cliff. But not making any sustained upmove, not this year, possibly next year, at hte earliest. The process of telecom restructuring (=capital destruction) is nowhere near finished.

In 9/01, I bought some CSCO, and sold all on the rebound. In 2/02, I bought back, and this time sold only 60% my position on the next rally. I'm fairly comfortable that CSCO is somewhere going to stop plunging, and I can buy the dips without running out of cash long before the (intermediate-term) bottom. Been doing the same with QCOM, for longer.
