Nope, Sephardic {Sepharad=Spain} Jews are Jews who ended up by the Mediterranean after the Bablyonian or Roman expulsions from Palestine. Ashkenazi are the ones who ended up in Eastern Europe.

They were exiled to Spain and formed one of the two European branches.
