One of the justification for german attack that is given by those who try to understand Hitler rather than labeling him as "evil" was that Hitler's attack was pre-emptive strike. They say that given few years russia would have clear superiority on land and in the air and then it would attack innocent misunderstood Hitler. Hitler also needed to launch a pre-emptive strike against Jews. They might have eventually realize that they better do something or they are going to be killed
