You may be right about Chaplin. The point I was making was that dodging taxes by moving money or even the person out of the United States isn't a recent phenomenon.

It's really sad, though, that so many wealthy people and wealthy corporations in recent months have decided that money matters more than patriotism.

And all this is occurring as tax rates for the ultra-rich keep coming down. Compare and contrast individual tax rates circa 1960 and today.
