I don't really think it's odd... the Arabs had a number of chances up until 1967 to give the Palestinians a state in those territories... there was no sign that the Palestinians might settle for less than that until the late '80s... of course, in hindsight, I now think that that sentiment was incorrect... the Palestinian and Arab leadership really do want ALL of Israel, and not just the territories. Just a couple of weeks ago, the Foreign Minister of the PA, Farouk Kaddoumi, said on American TV that it's more important that the Arabs get the whole shebang than getting a state in the West Bank and Gaza.
