The better terms came after Russia signed an alliance with Hitler......I think two years later. At that time, the Allies offered Stalin something [I can't remember what] that made him happy and he agreed to open a front against the Germans.

Hitler, of course, had bought himself some time, keeping Russia out of the war for two years.
