The benefit of supporting stock price does not flow equally to all citizens. Obviously those who own stock benefit more, and those who own a lot of stock benefit the most.

It is more than unlikely that a government program or tax change which distributed value to citizens so unequally would ever pass the congress. Furthermore it is just as unlikely that any president who signed such a bill would ever get re-elected.

BTW - Under the constitution it is the congress which has responsibility for decisions concerning the collection and use of government funds.
