LOL! All kinds of extreme and humorous situations come to mind.

That's an extreme, and only works if the culture is appropriate. But it is interesting to look at the range of options for cooperation. Density is increasing, one estimate has it, to ONE BILLION IN THE U.S. in this century...

Hard to believe, but if we don't pay attention we could have contunuing increase in both bad planning and high density

Taxpayers and residents get stuck with the cost, no matter what, for lack of planning, or for planning, either way. Look at neighborhoods that work well, there is a cost - it might have been paid early in the layout, or more likely continuously throughout a lucky several decades by citizens paying attention at civic meetings.
