Not true by a long shot. Read a little about the history of Russia...The Mongols that trashed St. Petersburg twice, in the 13th and 15th century...did wage total war on anything that came into their path. Because these armies were so huge 40 to 80 thousand (Mongolians), the Russians of St. Petersburg and Moscow took to living in the forest where they would be much harder to capture.

The Vikings were pretty aggressive in their own right but did not have large standing armies,

The African warriors of the ZULU and Dinka tribes , massed 30 to 100,000 troops at a time and also had a scorched earth policy.

With the Mongolians, You were not safe being with them, not safe fighting them and not safe fleeing them. A few now reside in Afghanistan and their motto is "any fight is a good fight"

It used to be that as terrorism extended to the civilian population, the media was left off the list of targets, based on the assumption that they'd stop getting coverage.
Now, the media IS targeted, and they give EVEN MORE coverage.
Terrorism would end when the media began ignoring it.
