Generally resources are wasted by lack of oversight. Things like oil in the ground aren't going to go away if they are left in the ground.

Yes you mentioned that already. Of course the oil isn't really wasted if the oil company doesn't pay enough for the drilling rights. It gets used. The only thing that was wasted was the chance to get a "fair price" from the oil company. Or to look at it another way a chance for some government revenue was wasted.

A lot more resources are used up complying with regulation. To the extent that the regulation is uneeded, counter productive or ineffective those resources are truly wasted, and they add up to a lot more then the government could ever get from drilling or mineing leases.
