The term for that is theft.

That's debatable. I would not call it theft except in the sense that all of government involves theft because it requires tax money which we are forced to fork over.

I would call it a subsidy if it is truly below market rates. I would also probably call it corporate welfare and would probably oppose the idea, but even if the drilling rights where given away for free the resources wasted would still be less then the resources used to comply with regulations. A lot less.
