I think it unlikely that that group (the Taliban) will come back in Afghanistan. Of course someone else that is "pretty mean" could come in to power, or the country could fall in to greater chaos then it already is in. And also we still have to hunt Al-Qaida all over the world, but a lot of good has been done so far. Its just not over yet, and in the sense of having eliminated terrorism as a threat it probably never will be over.
