There is historical precedent in the ARMS Index to support a spring rally. However, alot of damage can be done before this rally begins (if it begins). The February lows are by no means safe, it may not be unreasonable to rule out a test of the September lows in the next 4 weeks.
Ideally, I would like to see the VIX, the MacLellan oscillators and the Daily Put/Call ratio all move into deep oversold ranges to back up the ARMS Index. Thats what it would take to get me to move back in in size.

We all know what a discernable bottom "feels" like, we didn't get such a washout in February.
