OK. If you limiting it to things like air, I do see a role for the government. I don't oppose the concept of air polution standards. I do think that it would be better to try and use market forces rather then centralized command and control regulations, but even when you are applying market forces to polution control you need the government to be involved (with things like tradeable permits) otherwise the market forces don't tend to move that way.
