RCL may get Gujarat phone licence

OLKATA: The Ambanis may shortly transfer the Gujarat
basic service licence held by Reliance Telecom to
Reliance Communications   the prime basic telecom
services vehicle of the Reliance group.

While RTL has held on to this solitary basic service licence since
1997, the Ambanis acquired 17 brand new `basic  (read fixed
service) licences through RCL last year.

It is well known that RTL, regardless of its single basic service
licence, is primarily the cellular face of the Reliance group as it
operates mobile services in seven circles   Orissa, West
Bengal, Bihar, Madhya Pradesh, Assam, North-east and
Himachal Pradesh.

The Reliance group is learnt to have sought approval from DoT to
bring the `Gujarat basic licence  within the RCL fold. Transfer of
the Gujarat licence will enable RCL to effectively cover 95 per
cent of India s addressable telecom subscriber base.

It remains to be seen if DoT clears the Gujarat licence transfer
proposal, given that Reliance Communications is a known
advocate of the CDMA-powered WiLL technology.


The DoT is also aware that the cellular industry is moving
Supreme Court against the recent TDSAT verdict that had
empowered basic service providers to offer `limited mobility 
using CDMA technology.

The cellular industry argument is that CDMA is a full-fledged
mobile technology.

So why does the author think that DoT will hold Reliance's CDMA advocacy against it? DoT has been pushing for CDMA WiLL and it's the TRAI that has been trying to put up road blocks..
