Correct me if I am wrong, but these guys look like a loser - not a winner.

If you go to their web site you find that in the last 2 years:

Total Assets has gone from $65MM to $43MM to $39MM

Net Assets have gone from $53MM to $31MM to $24MM

So they have basically lost 50% of their value in the last 2 years.

You are right that they did offer a dividend.
It went from $0.35 to $0.02 to $0.00

There has been some increase though:
Their debt has gone from $4MM to $13MM to $10MM

Gimme a break.
