If it would have done any good, why are new countries planning to build 3G, scrapping its auction.

Why, for all places, Malaysia doing it beauty contest, which only makes sense in non corrupt countries?

Look to Sonera/Telia making available their spectrum in Germany (doubt they find any takers).

Who gave back the spectrum in Norway?

Auctions of spectrum damaged the wireless industry -in Europe- perhaps irrevocably.
