I suspect not. It would be a major change in Nokia policy for them to start using Qualcomm chips instead of their own.
Perphaps they are confused by Nokia's planned 1X models made with Nokia's own chips. They heard 1X and assumed they must be made with Qualcomm parts. Or maybe its true and Nokia has finally figured out that using MSM6XXX chips might make a cheaper phone than than using their homegrown.
