I have not been there, but I know many people (jewish) that have and some of them prefered the Arab side over the Jewish side (this is going back a few years). Perhaps the urine and feces on the Arab side results from less capital spent on public infrastructure for Arabs, which I absolutely know to be the case for Arab roads, schools, housing, plus it is next to impossible for an Arab to get a building permit to make improvements or build a new home. So I might suggest, that the urine and feces smell is a result of the government of Israel's racist treatment of Arabs. I also know that the government of Israel will offer jewish people subsidized mortgage for homes, but does not for nonjews. Perhaps that also goes toward the cleaniness on one side and not the other. Sort of like a black ghetto a few years back in South Africa beside a nice clean white town.
