The problem in the ME is that the Palestinians don't have their own land. They must have that and it is their right to have that. It is the rest of the world's responsibility to provide it.

A Palestinian state can be carved out of what is now Gaza and surrounding land. Palestinians must vacate the West Bank and resettle in the new land, but they have the option of becoming Israeli citizens. Israel, Egypt, and the U.S. jointly guarantee the security of the new Palestine.

Israel is the protector of Jerusalem and must allow access to all Arabs to its sacred sites even if this means freely providing a shuttle service from any border point to the city. Egypt guarantees the southern Palestinian border. Israel guarantees the northern Palestinian border. Initially, the US guarantees the Mediterranean border.

The whole world takes the responsibility of helping the new Palestine to prosper. In particular, Arab nations should be primary providers of economic assistance, especially Kuwait and Saudi Arabia. The land in this part of the ME is very difficult, but that should provide a hearty peoples with a good challenge. However, Gaza has an economically strategic position especially with respect to Saudi Arabia. It also has certain wealth that I'm not at liberty to divulge. Gaza looks desolate but under the surface it is very rich.

Powell should be told.
