Essentially. I don't know the exact details, but several months ago (6-12?) MSFT announced they were changing their licensing agreement for large customers (those who don't buy individual shrink-wrapped boxes) effective this summer (July 1?). I believe it roughly doubled the cost.

They probably did it because business was slowing down and they needed to make numbers. 1) It encouraged people to buy now. 2) It raised prices for everyone else later.

Maybe someone more familiar with the details can add color.
