What you are talking about is "BICS" - basic interpersonal communication skills (social communication)- what takes about seven years to master is "CALP" - cognitive academic language proficiency. everythingesl.net I teach a 4th grade child who has no BICS at all yet. She has only been in school about a month and she speaks no English. She is probably in a silent period- where she is absorbing language but not speaking yet. That is perfectly normal. Not all children will speak immediately.
