trouble is - europe wants to transfer arabs out, not in.
arabs don't want arab immigrants either.

That Sharon proposal sounds like ear candy for the media pundits to chew on.

Knowing that the Arabs will not meet with Sharon under ideal circumstances what are the chances of them meeting Sharon without Arafat?

The pro-Zionists are working night and day to marginalize Arafat, but Arafat does not go away.
