You are just wrong. There are other states that have deregulated wholesale electricity markets, and as far as I know, only California had a meltdown. Gray Davis, was well aware that market manipulation was probably going on (because of a REAL shortage situation), and you can be sure that he let the Clinton Administration know what was going on. In the summer of 2000, Gray Davis told the FERC and President Clinton, that he felt that "Out of State" producers were jacking the California markets and asked for help. Did the Feds (BPA) help California by charge less for power than Duke, Dynegy, or Enron?
