My reference to Ericsson was related to their infrastructure business showing no signs of a recovery, not even in the second half. Without the infrastructure being upgraded, the new hi-semi-content phones will not work.

Well...at least for the second half of this year, TI isnt dependent on 3G. They just need the 2.5G handsets to take-off (infrastructure is already built). I see the Nokia 7650 as being the key predictor for demand for these types of handsets.

With respect to 3G....almost everything depends on the ability of handset providers to supply 3G handsets. If Nokia and Motorola manage to start shipping dual-mode W-CDMA handsets this year, we could see a change in capex spending next year. OTOH....I dont think that operators are going to start moving until they actually see these production handsets.
