I'd be quite surprised if the capability does not exist within the next century.

That's a long time from now. Do you really think that any restrictions Bush puts on human cloning now will keep it from happening if it's possible? You can't stop it. Bush can't stop it. There's no point in taking any action now to avoid it. It makes less sense than pulling out all the stops to avert global warming.
