Can't they tell the difference of the voice of a 13 year old from someone with a credible threat?

How exactly is that supposed to work?

At age 13 I or any number of my nerdy little friends could easily have described several different explosives and triggering devices in sufficient detail to make someone think we had built a bomb. Note that this was before the internet, so we got our info from more esoteric sources -- like the World Book Encyclopedia.

Also, consider that the Palestinians start "martyr" training at age ~4, and, during Vietnam the VC regularly used children to deliver bombs to our troops.

Why wouldn't some murderous-terrorist-filth use a child to phone in a bomb threat -- real or not? The fact that it was a child would only increase the uncertainty factor for the future.
