Please get some sources as this explanation does not make much sense. Syria has almost no border south of the Sea of Galilee, surely any diversion of the Jordan would be of interest only to Jordan?

Your explanation also omits sources of tension such as persisent Syrian shelling of the Galilee.

By the time the Six Day War began, Egypt had 8 to 10 divisions and 900 guns in the Sinai. That's hardly some little search group. Not even the UN said that the Six Day War was Israeli aggression.
