The region doesn't have to be open for development for oil companies to be interested. But the estimates on reserves there are turning some of them off. It's just not a good long term investment. Besides, the whole idea of ANWR was, IMO, more political than economic. It's a stalking horse for the oil companies' real objective--the North Shore of Alaska and other offshore territories of the continental US, such as Florida. Thing is, ole Jeb doesn't like the squeeze between his brother's deals and his state's biggest source of revenue--tourism.
