Suppose that your country is being attacked by a terrorist militia who specializes in blowing up civilians. You know this militia is operating out of a safe haven in your neighbor's country, in defiance of signed treaties.

Repeated diplomatic overtures, followed by targeted raids, result only in increased attacks.

The terrorists' safe haven is in the middle of a crowded city. No way to attack them without civilian casualties.

So, do you go after them or do you just sit there and take the attacks? Any advice?
