Gray Davis complained (to the FERC AND PRESIDENT CLINTON) that markets were being rigged in either July or August of 2000. Go to Gov. Davis' website, and you can find his letters. I can't help it, if President Clinton chose to listen to Ken Lay, and not Governor Davis.
