Under President Clinton, the disparity of income between the top 5% and the bottom 40% of income earners reached new highs. At the same time, under Clinton, poverty rates fell to near all time lows (as a % of population).

Proof that the economy is not a zero sum game, but that in the USA a rising tide tends to raise all boats.
