What is happening in the NAZ tech big caps:

There is a large number of small orders being sold. At the same time there are many block orders bought market. The net flow is very positive although the net number of transactions is on the sell side. It may be that institutions are selling many small lots in order to push down price so that they can then buy much more than they sell by buying blocks. The small lot selling creates a favorable execution on a bought block.

You can't get something for nothing. The large quantity of small sell orders is inducing the public to sell and so the institutions are chiseling the public. It is the public's fear which is being used to buy shares more cheaply than otherwise would be possible if the same mechanism of selling small lots and buying large were to be applied without public assistance.

If the institutions slow in the number of small lot selling they're doing, prices will rise. That's when the public will start and gradually increase their buying. As prices rise the institutions then will reverse the above process and will be distributors of stock into the public buying.
