One of the most dangerous things a foreign policy manager can do is to reject information that is inconsistent with ideological preference. I do hope we don't start seeing that sort of behaviour again. We may not, but any suggestion that reports that do not give reasons for the managers to do what they want are causing people to hit ceilings is to be viewed with concern.

The basic questions are these: if a report doesn't say what you wanted it to say, do you hit the ceiling or do you rethink your position? Are we going to have a foreign policy in which ideology takes precedence over information or the other way around?

We'll see, I suppose. I would generally prefer to see these roles occupied by pragmatists, rather than ideologues.
