Churches/religious orders don't generally respond with alacrity to public protests, opinion polls and the like.

Nobody expects them to respond with alacrity to the protests. They are expected to respond with alacrity to evidence of child abuse by members of the clergy. If housecleaning waits until after the public protests, it loses all meaning. If the Vatican wanted the housecleaning to have any impact it should have implemented it, on its own accord, as soon as the evidence appeared.
