From everything I have heard from people I trust,
the IDF has a policy of avoiding civilian casualities.
The PA has a fit if Israel kills a Hamas leader.
That would be like the US was accused of killing civilians,
if we hit BinLaden directly.

Your whole post was full of PA propaganda myths of the most
far-out kind.
