There would be a right-wing revolution if suburban public schools were forced to accept inner-city voucher students.
Lest we forget, this is why many of these people moved to the burbs in the first place ... so their kids wouldn't be exposed to "inner-city influences."

The whole voucher debate presumes much more than actually will happen if the Supreme Court decides that separation of church and state doesn't apply to parochial schools. I think the end result is that some inner-city religious schools will see maybe a 10 to 20 percent boost in enrollment, but that's about as far as it will go.

What we will NOT see is sizable numbers of voucher students attending suburban public schools.

A large part of the voucher program is political: GWB and the Repubs seeking to capture more of the Catholic vote.
