Whoa! Who's talking about entrance requirements if the transfer is urban public school to suburban public school? Now we're getting into "cherry-picking."

Let's say, for the sake of argument, that that I'm a single mom and have a handicapped child. I'd like to send my child to a suburban school district that has a better special ed program. Would I be able to use a voucher to defray out-of-district tuition?

The answer, of course, would be no. You know that and I know that.

The entire voucher proposal, on close inspection, unravels like a cheap suit.

The ultimate answer is better public schools, but unfortunately, in many communities, educational progress is difficult to attain because of abysmal socio-economic conditions.
