I felt a bit of hope when I heard that Powell suggested that the negotiations begin at a ministerial level.

Negotiations by men with big egos often don't turn so well in the end. I am thinking right now of Potsdam, Yalta, Berlin 1938. Negotiations are tedious, and should be conducted by people who are patient with tedium, then presented to the big egos for approval.

However, I remain convinced that the sticking point isn't the settlements, but the Temple Mount/Al-Aqsa. I don't want to dispute whether it's really significant to the Arabs - they say it is - but I know the significance to the Jews.
