No, Dan3, they are not expanding capacity. In fact, AMD cut back on their Dresden capacity from 6000 WSPW to 5000 WSPW - and that will probably go lower if AMD does indeed use 9 layers of metal on their over-a-year-late 0.13 micron SOI process.
Ask yourself this, Dan3 - why is AMD shifting their future CPU manufacturing expansion to a Taiwan company?

Is that the 0.13 they apparently can't do very well at all judging by the latest paper launch? So, what's the degree of difficulty of SOI AND 0.13, compared with plain old 0.13?
