Definitely agree with that point. My own guess, fwiw, is some variant of what I hear is going around the hill in dem circles. Close ties between the oil folk, Bush's folk, and the Venezuelan coup plotters. I doubt there was CIA involvement. Some people were only talking, speculating, some were ready to go; nobody thought things through, etc.

The starkest evidence is the speed with which the US, on the one hand, welcomed the coup and, on the other hand, many of the other countries deplored it. That suggests some foreknowledge, some encouragement.
