That is the right and proper response when all of the players are not represented. Joe and Bob may be arguing over market share when it turns out that the product they are selling came from the common pool. The rest of the nation is not represented in that exchange, and of course Joe and Bob don't want anyone much less the government to point out a disappearing resource.

As an example, Joe and Bob could be selling dangerous laxatives to the people of Togo. The common resource they are also squandering is the good-will between our government and theirs. If it were up to Joe and Bob they would just sell as much as they could before the Togoleese cut off trade to all Americans.
