Too much of the interaction with common resources is run more like a smash-and-grab burglery than a business. The scheme to pull oil from ANWR without paying market price is a perfect example. There are not provisions in U.S. law to review these grabs after the fact, so we are left with slowing down the process until it can be reviewed prior to beginning.
