Monica, the link you gave about Dresden must be ancient since it was written during construction: "is rising up on a 75 acre site..."

I don't think there is any evidence that Fab 30 ever consumed more than 5,000 WPW. So to claim that AMD's 9-layer process has reduced capacity is just your imagination.
