I agree but the Texas record doesn't back up Bush's rhetoric. The second lowest teacher's salaries in the nation tells you all you need to know. It's mostly just talk and no real action (or putting his money where his mouth is). Don't be fooled. Just an attempted co-opting of a Democratic issue backed by teaching to the test to make things look better than they really are. Heklped him get elected but that's about all there is to brag about.
