I said the Governor does not set teacher's salaries. Evidently, the Gov of Texas has the authority to set standards however.
Most public schools & private schools teach to the test. Semester tests are always based on the material required for each grade. Therefore when you take a test, you receive only questions that have been covered in class from the required guidelines. You're missing the important point. The Texas schools were required to highlight academic achievement instead of the Friday night football game, which had been their main priority up until the time Gov. Bush persuaded the legislature to pass the mandatory performance tests for each grade. That's progress.
