As long as there's a readily identifiable face of evil, be it Saddam Hussein or Osama bin-Laden, GWB figures he may have enough votes to repeat in '04. I'm not even sure that GWB and the Executive Branch imperialists even care that much whether the House stays Republican in seven months.
