It was similar to the distinction between East and West Germany or North and South Korea. You had two different countries with two different governments. The Korea analogy even works as far as us supporting a corrupt dictatorship in the South against communist aggression from the north. South Korea may be a reasonably prosperous democracy now but it did not start out that way.
